.U NOTICE OF VIOLATION As a result of the inspection conducted on October 18 through 25,1985, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), published in the Federal Register on March 8,1984 (49 FR 8583), the following violation was identified:
Criterion VI of 10 CFR 50, Appendix B, requires in part that documents be properly controlled to assure that those located at work locations have been reviewed for adequacy and properly approved. The GPU Nuclear Operational Quality Assurance Plan, Revision 0, September 1,1982, Section 3.0, " Control of Documents and Records," requires, in part, that measures be established to control issuance and distribution of procedures and drawings and that drawings and procedures be reviewed for adequacy and approved prior to release.
Station administrative procedure (AP) 1001H, Revision 1, dated March 9,1983, " Drawing Utilization," paragraph 4.2.6 states, in part, "...The use of miscellaneous drawings, sketches, or notes will not be authorized on any panels, wall s, equipment, etc...."
Contrary.to the above, on October 25, 1985, miscellaneous circuit drawings, sketches and notes were posted on the inside of all eight radiation monitoring panel access doors, located on panel right front in the control room, and on the inside of the access door to nuclear instrument reactor protection system subassenbly C, cabinet 1 door, also located in the control room. These drawings and notes were not properly reviewed for adequacy or approved prior to their release.

RESPONSE TO NOTICE OF VIOLATION It was not possible to verify the time frame when the drawings, sketches and notes found inside the radiation monitoring system (RMS) cabinets were placed in the cabinets.
Regardless of whether this occurred prior to or following issuance of the administrative procedure AP 100lH, " Drawing Utilization," the o
following corrective actions are valid:
(1 ) Corrective Actions That Have Been Taken The drawings were removed immediately upon nanagement notification of their presence.
Instrument and Control technicians were briefed on the incident and reminded of the requirement not to have uncontrolled drawings and sketches in the plant.
They should especially check that drawings are removed upon completion of a job.
(2) Corrective Actions To Be Taken To Avoid Further Violation Preventative Maintenance procedure E-10 " Relay Cabinet / Control Cabinet Inspection" will be revised to include a step to remove unauthorized paper posted inside cabinets as part of cabinet cleaning.
Procedure E-10 will also be revised to include the cabinets identified in this violation and cabinets similar to these in the list of cabinets to be inspected.
Cabinet cleanup will be scheduled toward the end of najor outages for all applicable cabinets, and at the end of each najor job in individual cabinets.
(3) Date Of Full Compliance The revision to procedure E-10 will be complete by February 28, 1986.
Since cabinet cleaning will be a periodic process, corrective action will be considered complete upon the revision of procedure E-10.
