Dear Mr. Rogers:

We request permission to discontinue monitoring water level elevations and pH around the acid-affected area at the Grand Gulf Nuclear Station Water Treatment Building. The affected area has been stabilized using a chemical solidification process as described in Attachment I.

The solidification process began May 13, 1988 and ended June 24, 1988. With the exception of 4 wells which are outside the acid-affected area, all monitoring points have been solidified as shown in Attachment II.

Data obtained since July 1987 is shown in Attachment III. Water level elevations have remained constant since July 1987. From July through December 1987 only minor changes were seen in pH, with acidic readings below 5 noted in wells P-21, P-22 and P-27. No wells read below pH 5 in 1988.

Two letters describing this spill event and recovery activities were sent to the Mississippi Department of Natural Resources dated April 18, 1986 (APO-86/0468) and August 11, 1987 (AP0-87/0639).

ATTACHMENT I SOIL MODIFICATION AND GROUTING PROCESS Soil modification and chemical grouting was chosen to neutralize and stabilize the affected soil. Sodium silicate plasticizer reacts with acid to form a stable mass similar to soil cement. Prepakt Concrete Company of Richmond, Virginia, performed the work.

The Prepakt Technician directed the placement of injection holes, grout pipes, relief and observation holes, mixing of chemicals, determination and adjustment of gel times and grouting sequence. The number and location of injection boles were such that overlapping of grout from adjacent holes occurred. The grout was injected through a tapered high pressure tube which released a fine grout stream that created a consolidated soil mass.
