Joseph M. Farley Nuclear Plant - Units 1 and 2 Generic Letter 83-28, Item 2.2.2 By letter dated July 21, 1988, the NRC issued a response to Alabama Power Company concerns noted in relation to enforcement action 87-142 and order imposing civil penalty.

In the response, the NRC states that the site evaluation of the Alabama Power Company vendor interface program was conducted, in part, to determine if the program was satisfactory to meet the intent of-Generic Letter 83-28, Item 2.2.2.

It is stated that the inspection did not support the Alabama Power Company position that the existing vendor interface program employed by Alabama Power Company was adequate to meet the requirements of Item 2.2.2, and that the NRC is continuing to review the need for periodic vendor contacts for all safety related components.

Alabama Power Company is deeply concerned about the NRC Staff's continued pursuit of a program requiring vendor contacts for all safety related components. This concern has been vell established in previous discussions and correspondence with the NRC Staff on the issue.of Item 2.2.2.

In evaluating how the results of the NRC inspection relate to the adequacy of the Alabama Power Company vendor contact program, we believe compliance issues should be segregated from program adequacy issues in this case.

In order to esta'olish a means to pursue a satisfactory resolution to the Item 2.2.2 issue, Alabama Power Company requests a meeting with yourself and appropriate NRC Staff representatives.
