e APPENDIX A NOTICE OF DEVIATION Nebraska Public Power District Docket:

50-298 Cooper Nuclear Station (CNS)

Operating License:. DPR-46 Based on the results of an NRC' inspection conducted during the period June 27 through July 1, 1988, a deviation from your commitments to the NRC was identified. The deviation consisted of failure to include a prerequisite for performance of a test by appropriately trained personnel.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1988), the deviation is listed below:

Section 2.11, "Test Control," of the CNS Quality Assurance Program for Operations Policy Document, Revision 4, states, in part, "These test procedure prerequisites will include.., performance by appropriately trained personnel...." This document was submitted to and approved by NRC, Region IV.

In deviation from the above, Nuclear Performance Procedure 10.9, Revision 14, "Control Rod Scram Time Evaluation," which was within the scope of Section 2.11 above, did not include a requirement in the prerequisites section for performance by aopropriately trained persor.nel. (298/8818-01)

Nebraska Public Power District is hereby requested to submit a written statement or explanation to this Office within'30 days of the date of the letter transmitting this Notice.

This reply, should include for each deviation:

(1) the reason for the deviation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further deviations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
