COMMONWEALTH EDISON COMPANY DOCKET NO. 50-237 DRESDEN NUCLEAR POWER STATION, UNIT 2 AMENDMENT TO PROVISIONAL OPERATING LICENSE Amendment No. 99 License No. DPR-19 1.

The Nuclear Regulatory Comission (the Comission) has found that:

A.

The submittals by Comonwealth Edison Company (the licensee) dated November 26, 1986 and January 14, 1988 comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (1) that the activities authoNized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, paragraph 3.1 of Provisional Operating License No. DPR-19 is hereby amended to read as follows:

The licensee shall fully implement and maintain in effect all provisions of the Comission approved physical security, guard training and qualification, and safeguards contingency plans inclJding amendments made pursuant to provistuns of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The plans, which contain Safeguards Infonnation protected under 10 CFR 73.21, are entitled: "Dresden Nuclear Power Station Security Plan," with revisions rubmitted through January 14,1988; "Dresden Nuclear Power Station Security Personnel Training and Qualification Plan," with revisions submitted through August 28, 1986; and "Dresden Nuclear Power Station Safeguards Conte,9ency Plan," with revisions submitted through February 16, 1984. Changes mada in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.

This license amendment is effective as of the date of its issuance.

The Nuclear Regulatory Comission (the Commission) has found that:
