NRC Bulletin 87-02, Supplements 1 and 2 Fastener Testing to Determine Conformance with Applicable Material Specification
Dear Mr. Rossi:
NRC Bulletin 87-02 requested that all holders of operating licenses or construction permits for nuclear power reactors submit information regarding the identity of the suppliers and manufacturers of safety-related fasteners selected for testing.
Subsequently, and as indicated in NRC Bulletin 87-02, Supplement 1, and later clarified in NRC Bulletin 87-02, Supplement 2, the NRC requested information regarding the identity of all vendors from which safety-related and nonsafety-related ferrous fasteners may have been purchased.
The supplemental bulletins delineated two actions to be taken by the licensees.
These actions are restated below along with the Philadelphia Electric Company response.
Action 1:
.... addressees shall provide the following information concerning the procurement of fasteners:
1.
A list of the suppliers and manufacturers from which safety-related ferrous fasteners 1/4 inch in diameter or greater may have been purchased, within the past 10 g-f years, including addresses.

Response
Safety-related material for use at Limerick Generating Station may be purchased in three ways: 1) by the Station, 2) by PECo Construction, 3) or by Bechtel Power Corporation /Bechtel Construction Inc. Purchasing Departments.
Safety-related material for use in Unit 2, while in construction, is purchased only by Dechtel Power Corporation /Bechtel Construction Inc. Purchasing Departments.
Safety-related material, purchased by Philadelphia Electric Company for use at Limerick Generating Station, Unit 1, is only obtained from approved suppliers and manufacturers listed in the Philadelphia Electric Company approved Evaluated Suppliers List (ESL). yrovides a listing of names and addresses of suppliers and manufacturers from which Philadelphia Electric Company procured safety-related ferrous fasteners.
The attached listing was obtained by a review of the ESL records from the Unit 1 completion date through June, 1988.
In addition to this review, a listing of suppliers and manufacturers based on issued purchase order records was also obtained from Philadelphia Electric Company Purchasing l
Department.
Such listing was used to compare and verify the accuracy of the information provided in Attachment 1.
t In cases where material was transferred after Unit 1 i
completion or purchased by Bechtel for Philadelphia Electric Company use or original installation, Attachment III provides the listing of names and addresses of suppliers and manufacturers from which Bechtel Power Corporation /Bechtel Construction, Inc. obtained safety-related ferrous fasteners.
Attachment III is also applicable for safety-related material used or purchased by Bechtel for use in Limerick Generating Station, Unit 2.
Action 2:
"Por nonsafety-related fasteners the same information as requested in the first two sentences of item 1, above, except that: a) the time of interest is for fasteners procured in the last 5 years and b) the search of available records in this case should include purchase orders unless the licensee utilizes approved vendor lists or qualified supplier lists in procuring nonsafety-related fasteners."
Response
Nonsafety-related material for Limerick Generating Station is also purchased by the methods described in the Action 1 response, with the exception that material is not being exclusively obtained from the Evaluated Suppliers List.

Tne provided listing was obtained by the Philadelphia Electric Purchasing Department through a review of existing records of issued 1
purchase orders.
Attachment IV corresponds to the portion of material transferred or purchased by Bechtel for Philadelphia Electric use in Unit 1 or original installation.
Attachment IV is also applicable for material used or purchased by Bechtel for use in Limerick Generating Station, Unit 2.
