License Amendment Application to Increase the Maximum Allowable Fuel Enrichment (TAC No. 66731)

Gentlemen:

Enclosed is an application for an Amendment to the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License, Appendix A, Technical Specifi-cations.

This application requests that the Technical Specifications be revised to reflect the chrnges attached. The proposed changes involve adding Technical Specification 3/4.9.1.13 and Bases Section 3/4.9.1.13, Refueling Operations, Spent Fuel Pool Assembly Storage; and revising Specification 5.3.1, Fuel Assemblies, and Specification 5.6.1.2, Criticality.

The proposed changes would revise the Technical Specifications to allow fuel with a maximum enrichment of 3.80 wt% Uranium-235 to be stored on-site.

Since the maximum allowable enrichment for the fuel is limited by criticality considerations for the Spent Fuel Storage Racks and the New Fuel Storage Racks, the Technical Specifications covering fuel storage must also be revised. The revised Technical Specifications will include the new criticality criterion for optimum moderation in the New Fuel Storage Racks and the restrictions on fuel assembly placement in the Spent Fuel Pool.

Toledo Edison requests that the NRC staff issue this amendment by October 15, 1988 for implementation within 45 days.

Enclosed is a check for $150 as required by 10CFR170.12(c) for a License Amendment Application.
