I issuance of exemptions from certain requirements of 10 CFR Part 50, Aopendix R, to the Boston Edison Company (BFCo/ licensee) for the Pilgrim Nuclear Power Station located at the licensee's site in Plymouth County, Massachusetts.
ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:
The proposed action would grant exemptions from certain requirements of Appendix R of 10 CF.C Part 50. The exemption was requested from Section
!!I.G.1.(a) to the extent that it requires that capability exists to achieve and maintain hot shutdown from either the Control Roca or emergency control station (s) without the need of operator actions classified as repairs. The licensee requested that operator actions which includes repairs be allnweo under specific circumstances.
The Need for the Proposed Action:
)
The proposed exemptions are needed because the plant-speci'ic cirebmstances and features described in the licensee's request regarding operator action which is the most practical means for meeting the intent of Appendix R and literal compliance would not significantly enhance the fire protection capability. The operator actions identified are required to assure that one train of cables and equiprent necessary to achieve and maintain safe l
l shutdown will be available in the event of a fire.

2 Environmental Imoacts n# the prooosed Action:
The proposed exemptions, based on the existing physical plant design ard fira protection features, will provide a degree of fire protection that is equivalent to that required by Appendix R for the affected areas of the plant such that there is no increase in the risk of fires at this facility.
Consequently, the probability of fires has not been increased and the post-fire radiologic 61 releases will not be greater than previously determined, nor do the proposed exemptions otherwise affect radiological plant effluents.
Therefore, the Commission concludes that there are no significant radiological environmental impacts associated with these proposed exemptions.
With regard to potential non-radiological impacts, the proposed exemptions involve features located entirely within the restricted area as defined in 10 CFR Part 20.
They do not affect non-radiological plant effluents and have ne atner environtnental impact.
Therefore, the Commission concludes that there are no significant non-radiolooical environmental inpacts associateu with the proposed exemotions.
Alternative to the Proposed Action:
Since the Commission has concluded there art no measurable environmental impacts associated with the proposed exemptions, any alternatives with equal or greater environmental impact need not be evaluated.
The principal alternative to the exemptions would be to require rigid compliance with the applicable portions of Section !!!.G.1(a) of the Appendix R requirements.
Such action would not enhance the protection of the environment and would result as un,iustified costs for the licensee.

This action does not involve the use of any resources not considerad previously in the Final Environmental Statements related to the operation of Pilgrim Nuclear Power Station.

FINDING OF NO SIGNIFICANT IUPACT The Connission has determined not to prepare an environmental inpact statement for the proposed axemptions.
Based upon the forecoing environmental assessnent, the NRC staff concludes that the proposed action will not have a l'
significant effect on tha cuality of the human environment.
