Special Inspection No. 88-79 On March 17, 1988, Mr. Waymon Wallace of this office conducted a safety inspection at the above address of activities permitted by the general license as authorized by 10 CFR 3L5. Inspection limitrJ to a review of your possession and use of static eliminators manufactured by the Minnesota Mining and Manufacturing Company (3M). The findings of the inspection were discussed with yourself at the conclusion of the inspection. The floor and surface areas of ti e Plating, Inspection, Molding and Assembly rooms as well as the warehouse, Toolshop, Restrooms and offices were surveyed using a Ludlum Model 61 air proportional counter and a Ludlum gas proportional floor monitor. Four areas of floor contamination and thrce microspheres in the vacuum were found. All areas were decontaminated with tape and the tape was treated as radioactive waste and disposed of accordingly. No additional contamination was found nor were any additional radiation levels metsured in exce ",of the background radiation levels. As a ~ result the Nuclear Regulatory Commission (NR C) has issued ~~ i ~"' - a temporary order, with which 3M as complying, that { ~~ re.stracts 3M from the leasing of any nev 90;., 9 D f,, or 90E air ionaters. Tne NRO *arder does not recall any units mer does it affeet any other models of 3M air ionizers. .t obviously it is very irportant that you, our customers, understand exactly what has happened and what steps you esn take to ensure your 3M units are continuing to be used in a safe and reliable man.ner. ~ specifically Ashland f ound durit.e a radiation audit of their production facilities in I.aston, Fenn., and Dallas, - ~~ Texas, vnere 90s air ionizers were in use, that there was alpha radiatien in the eras. Alpha radiation is the type i of radioactivity associated with Polontur 21C, the nucler.r material use-: in 3M mir sentrars. f i While the of ficial cause f er the contamination is still under invastigation, it ir presently believed that the i source of the contarination was the 90E air ior.it er. Our i l erperience in these types of product situations vould lead ] us to believe that there may have been moisture, oil, or ~, some other type of foreign matter in the compressed air that was blown througn the par ionizer. When this ' ~ ~ - l happens, microsphere s containing the Polonius F.ay be relrased frot the kinding agent allowing microspheres to j be blevn out of the air ionater and into the work area. i obviously, the most pressing stuestion is voet health or ...J safety issues tnis presents to amployees. In the event 1 that microspheres containing Polonium are dislodged f rra the binding agent and escape the device, there should not R be a haalth hazard. Tnis esfeguard is by design. ~* ~ Alpha particles (radittion) esitted by the Polonium 210 do not travel more taan 2 inches from the Polonium and unlike other types of radiation (K-rays, beta, gamma ant' cosmic radiation) cannot penetrate the hurth skin. o e -~ l The cr ly health risk normally asnociated with alpha pa rt icle is if the raw meterial (Polonium) were to be inhaled or ingested. With 3M de product, though, it has "N been designed so that in the event of nuclear material escaping from the device any health hazard is almost --~ totally eliminated because the Polonium 210 is fixed within ceramic microspheres. These microspheres, about the size of a grain of salt, are too large and heavy to be ]3 inhaled and if ingested pass quickly through the body and I are excreted without any harmful side attfects. ^. What does this mean to you and how can a similar type of situation be prevented fros happening in your facility? It is important in maintaining the ongoing efficioney and ~~ h2s safety of the air ioniter, that your compressed air lines 's. contain no moisture, oil or other particulate matter that '3 0 can affect the nuclea? element. Additionally, the actual 4cu3d device itself abould in no way be tampered with or opened. Cor If you have reason to believe er suspect that your device c esor ~ aight have also failed, we ask you to immediately call our Technical service personnel at (512) 834-3200 so that we .s, can work with you on the appropriate steps to take for the situation. Ed We would remind customers that the NRC in section 10 CF'R 31 has certain requirements for users of these types of ,I products that you are responsible for. We are working with the NRC to ensure that this indeed continues to be the case.
