HOPE CREEK EQUIPMENT QUALIFICATION PROGRAM RESTRUCTURING OF EQ FILES HOPE CREEK GENERATING STATION DOCKET NO. 50-354 During the January 25-29, 1988 NRC team inspection cf the Hope Creek Equipment Qualification (EQ) Program, a concern was raised l
with regard to the auditability of the purchase order-based EQ files.
Public Service Electric s nd Gas Company (PSE&G) responded in a letter of February 5, 1988 that restructuring of the EQ files had been considered prior to the arrival of the NRC inspection team and that a plan and implementatio: schedule for such an effort would be available by April 15, 1988.
Although response to the immediate concerns of the NRC d.nspection team (questions on terminal blocks and EQ instrument loop accuracy) 1 and followup of other inspection findings during the current Hope Creek refueling outage have been of primary concern, initial discussions related to the restructuring of the EQ files have been held.
Initial estimates for the effort have turned out to be quite capital and manpower intensive.
The Engineering and Plant Betterment Department (E&PB) has been tasked to reevaluate the scope and schedule for the EQ file restructuring effort so that its implementation may be more cost effective.
So as not to present an incomplete or unrealistic scope and implementation schedule for this project, PSE&G asks that the due date for presentation of this information to NRC be changed to June 30, 1988.
This will allow time for alternative approaches to be evaluated and for estimated expenditures to be approved.

MR 15 $88 In the meantime, the existing purchase order-based EQ files will be maintained.
As was determined by the NRC inspection team, these files contain the information necessary for qualification of the equipment within the Hope Creek EQ program and are easily referenced by those who use them on a daily basis.
The requirements of 10CFR50.49 are therefore being adequately addressed at this time.
