Dear Mr. Smith:

The NRC staff has reviewed the Generic Implementation Procedure (GIP),

Revision 0, dated June 1988 and the related documents and reports supporting the GIP, submitted by the Seismic Qualification Utility Group (SQUG). The enclosed Generic Safety Evaluation Report (SER) documents NRC staff review and evaluation of these documents.

In this SER, the staff endorses those parts of the GIP which have been completed and considered to be acceptable for the implementation of USI A-46 provided that open issues listed at the end of each topic are adequately and expeditiously resolved.

There are a few topics that have not yet been completed in the GIP and are still under development by the SQUG.

The review and evaluation of those inct.iplete portions of the GIP and the associated documents and reports will be addressed in future supplements to this SER.

We, therefore, request that you disseminate this Generic SER to the SQUG member utilities and remind them that they are requiced to provide within 60 days of receipt of this letter a schedule for implementation of the seismic verification program at each of their facilities.
