50-328 SEQUOYAH NUCLEAR PLANT (SQN) - REQUEST FOR INFORMATION ON MAINTENANCE BACKLOG AND OPERATOR INPUT FEE 0BACK MADE AT THE MEETING OF JUNE 13, 1988, ON RESTART OF SEQUOYAH UNIT 2 FROM RECENT SCRAMS In response to NRC's request for information concerning actions taken to ensure that Operations' needs are taken into consideration when prioritizing work and how the backlog of work is controlled, the following is provided.
A.
Subsequent to the 63d reactor trip of SQN unit 2, work control groups were implemented for both units 1 and 2.
The work control groups are staffed by an experienced Senior Reactor Operator (as the group supervisor),
experienced systems and discipline engineers, and experienced maintenance personnel.
The work control groups perform the following functions:
1 Initial screening of all work requests (hrs) to assign priorities.
Direct communications with Operations to ensure that their concerns and priorities are addressed.
Maintenance of a backlog list of work by system and a continuing assessment of the impact of that work on each system.
Impact review and assessment of each work activity before it is released for performance.
Combination of work activities, where possible, for efficiency, Development of daily and weekly work schedules.
B.
A standing outage work list is developed and priorities are assigned to ensure important work activities are started as soon as possible following a reactor trip.

Operations shift turnovers are now conducted in the work control center so the oncoming shift operations supervisor (SOS) and assistant shift operations supervisor (AS05) for each unit are briefed on work in progress, work that is to start during the shift, and overall plant status (material conditions)*

The SOS is required to review and approve the worklist for his shift.
E.
Subsequent to a reactor trip, the unit is kept shut down for a minimum period of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to allow for a thorough review of what caused the trip and an assessment of plant conditions before restart.
Equipment deficiencies that are identified us impacts to safe operation are corrected before restart.
F.
The SOS is required by procedure to document that there are no equipment deficiencies that impact safe plant operation before restarting the unit.
G.
The governing procedure for the HR program has been revised to prescribe the method by which hrs are prioritized.
The priority and methodology are based on plant operational needs.
H.
The backlog of work is continually reviewed and priorities are assigned to ensure equipment conditions that efrect safe, continued plant operation are corrected in a time!y manner.
I.
The SOS is required to review all WRs generated during his shift, initial, and assign priority to the work.
