Special Inspection No. 99990001/88-89 On May 23-25, 1988, Messrs. David J. Collins and John T. Jensen of this office conducted a safety inspection at the above address and the Wilson Photo facility at Ct.stleton, Vermont of activities under the general license authorized by 10 CFR 31.5.
The inspection was limited to a review of your possession and use of static eliminators manufactured by the Minnesota Mining and Manufacturing Company (3M). The findings of the inspection were discussed with yourself at the conclusion of the inspection. This also refers to the telephone conversa-tion on June 2,1988 between yourself and Mr. John White.
Our inspectors determined that some film processing equipment at the CTC Photo Factory was contaminated with radioactive materials.
You informed the inspectors that the equipment was owned by Starson Service Corporation, your wholly owned company, and leased to CTC Photo Factory. You also told the inspector that the equipment had been owned by Wilson Photo in Castleton, Vermont. You stated that you had purchased the Wilson Photo assets in September 1987 and after closing the Castleton facility on March 25, 1988, you consolidated the two processing operations in the Bennington facility.
Subsequently the contaminated processing equipment was relocated to the Bennington facility during April and March, 1988, using a locally obtained rental van, your personal vehicle and a vehicle borrowed from a neighboring business. Our inspectors surveyed the rental van and your personal vehicle and found no radioactive contamination. The borrowed vehicle was not available to our inspectors.
Our inspectors performed surveys of certain units which had been brought to the Bennington location after the close of the Castleton facility.
Local areas of fixed contamination were found on the majority of the equipment. We understand that the contractor retained by 3M will fully characterize the equipment contam-ination and attempt decontamination at the Bennington facility. We also under-stand that if the equipment cannot be decentaminated, it will be transferred to 3M for replacement.

The inspectors also performed facility and equipment surveys at the Wilson Photo facility in Castleton, Vermont.
Some portions of the facility remained contam-inated after surveys performed by the 3M contractor. These areas were identified to-the contractor, who stated that decontamination would be verified before releasing the areas for unrestricted use. No contamination was found on the ground outside the facility, nor on the loading dock at the chemical receiving area, nor the apron at the warehouse freight door entrance.
Our inspectors also interviewed some of the current and former staff at the Castleton facility. The inspectors also reviewed the measures initiated-by 3M to provide bioassay services to your staff. These measures appeared adequate to determine if any personnel exposure occurred.
Within the scope of this inspection, no violations were identified.
