NRC CHEMISTRY AND RADIATION PROTECTION INSPECTION REPORT
50-266/97014(DRS); 50-301/97014(DRS) AND NOTICE OF VIOLATION
Dear Mr. Patulski:
On July 11,1997, the NRC completed an inspection at your Point Beach Nuclear Plant.
The results of this inspection were discussed on that date with Mr. Fred Cayia and other
members of your staff. The enclosed report presents the results of that inspection.

During this inspection, it was determined that your radiological environmental monitoring,
liquid and gaseous effluent monitoring, area radiation monitoring, and water chemistry
control programs were effectively implemented. The inspectors observed that chemistry
l
' technicians were knowledgeable in sampling and analysis procedures, and noted that
,
l
corrective actions were being implemented in response to an audit of primary water
,
chemistry. However, a violation of NRC requirements was identified for failing to follow a
procedure for maintenance and calibration of air samplers. A temporary change to the
i
procedure was issued in June 1997, but the health physics technicians were not informed
of the implementation of the changed procedure. This violation is of concern, because it
appears that a process was not in place to inform the health physics staff of health
physics procedure revisions.

in addition to the violation, two weaknesses in the chemistry department were identified.
These weaknesses involved: (1) the lack of documentation of corrective actions or

reasons for a chemical parameter falling outside the control limit; and (2) the lack of
trending of instrumentation daily check responses. Failure to document and/or trend
corrective actions and daily instrumentation checks may result in the chemistry department
,
staff missing early indications of instrument degradation and historical data important in
evaluating recurrent water chemistry problems.
The violation is cited in the enclosed Notice of Violation, and the circumstances
'
surrounding the violation are described in detailin the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
