Gentlemen:
My letter of February 5, 1988 submitted propo;ed license amendments (pursuant to 10CFR 50.4 and 50.90) to facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, and facility operating licenses NPF-35 and NPF-52 for Catawba Nuclear Station Units 1 and 2, respectively.
The proposed amendments broaden the scope of modifications allowed to fuel assemblies involving the fuel rod locations,- and delete the specified maximum total fuel rod uranium weight limit, for both McGuire Units 1 and 2.
The proposed Catawba amendments allow modifications to fuel assemblies involving the fuel rod locations similarly to the proposed McGuire amendments, and delete an obsolete provision in the specifica-tion.
By letter dat.ed February 26, 1988, the NRC denied the portion of the amendment requeste involving fuel usembly rod location modifications for McGuire and Cat-awbs (the other portions of the request are being treated separately).
Subse-quently, as a result of numerous telecons held between members of our respective statis, and a meeting with the NRC on March 28, 1988, it was agreed that Duke Power Company would revise its submittal tu address the concerns stated in the February 26, 1988 letter (as well as further concerns raised during the telecons and r:eeting).
A Accordingly, please find attached revised portions of the February 5, 1988 sub-mittal dealing with fuel assembly rod location modifications.
These revisions should replace the corresponding portions of the February 5, 1988 submittal in
- their entirety (please note that the remaining portions of the submittal are un-affected and should continue to be processed).
The revised portions include At-tachments 1A and IB (the proposed technical specification mark-ups for McGuire and Catawba respectively, including those changes unaffected by this revised submit-tal),Section I of the Justification and Safety Analysis (Attachment 2) dealing with the McGuire Fuel Assembly Rod Location modification revision, and Section I of the Analysis of Significant Has:ards Consideration (Attachment 3) dealing with the McGuire Fuel Assembly Rod Location modification revision.
Sections II of the February 5, 1988 submittal's Justification and Safety Analysis and Analysis of Significant Hazards Consideration dealing with the Catawba Fuel Assembly' Rod Loca-tion modification revision are applicable as is, since they basically refer to the pb [

It is still requested that the proposed fuel assembly rod location modification changes receive rimely review and approval for reasons outlined in the February 5, 1988 letter.
Since this letter' revises and supplements proposed license amendments provided in my February 5,1988 eubmittal, portions of which are still currently under review, no additional amendment fees are necessary.
