Dear Sir:
Subject:
Three Mile Island Nuclear Station, Unit I (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Response to Generic Letter (GL) 97-01
References:
1.
NRC Letter dated April 1,1997, GL 97-01, " Degradation of Control Rod Drive Mechanism Nozzle aw Other Vessel Closure Head Penetrations."
2.
B&W Owners Group letter to NRC, Goyal to NRC Document Control Desk, dated July 25,1997.
Generic Letter (GL) 97-01 requested that licensees provide a report containing the details of a plan for inspecting the control rod drive mechanism (CRDM) nozzles and other vessel head penetrations (VHPs) for indications of degradation related to the use of Alloy 600 material.
The report should include: a schedule for the inspections, the technical basis for the schedule, analysis to support the planned actions and a description of plant history for any plant chemistry excursions (sulfate, chloride, fluoride, oxygen, boron, or lithium) that exceeded the plant administrative limits or conductivity excursions that may be indicative of resin intrusions along with an assessment of the potential for any of such intrusions to result in a significant increase in the probability for intergranular attack (IGA) of VHPs.
The purpose of this letter is to notify the NRC that the GPU Nuclear response to GL 97-01,
" Degradation of Control Rod Drive Mechanism (CRDM) Nozzle and Other Vessel Closure Head Penetrations" is provided in B&WOG Topical Report B AW-2301, dated July 1997. This Report entitled, "B&WOG Integrated Response to GL 97-01," which was submitted to the NRC by the l
l B&W Owners Group on July 25,1997 (OG-1663) addresses allitems of the GL. TMI-l is a participant in the B&WOG reactor vessel head penetration integrated inspection program.
BAW-2301 presents a schedule for the inspection of CRDM and thermocouple nozzles at certain B&WOG plants. The technical basis of the B&WOG integrated inspection program includes a primary water stress corrosion cracking (PWSCC) susceptibility ranking model, data from the
_1 industry nspgc ons performed to date, results of two inspections at Oconee Nuclear Station

Unit 2, similarities of operating parameters between plants, and the limited number of Alloy 600 material heats at the seven B&WOG nuclear stations.
GPU Nuclear, Inc. is committed to the integrated program as presented in the B&WOG Topical Report Specifically, TMI-l plans to inspect thermocouple nozzles during the Cycle 14 Refueling (14R) Outage, which is currently scheduled to begin in September 2001, pending the evaluation of other CRDM and vessel head penetration inspections throughout the industry.
Sincerely.
