SUBJECT:
PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE
- PERIOD JULY 9 - July 22,1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities.at the plant during the report period.
These status reports are intended to provide NRC management and the public with' an overview of plant activi::.ies and NRC inspection activities.

a ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD July 9 - July 22,1988 1.0 Plant Status As of 8:00 a.m. on July 22, 1988, Unit 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.
2.0 Facility Operations Summary Unit 2 is in day 497 of it s seventh refueling outage that began March 13, 1987.
Unit 2 maintenance repair work is currently underway on 34 of 43 systems. Maintenance outage work on nine systems has been completed.
Unit 3 is in day 296 of its seventh refueling outage that began October 1, 1987. New reactor recirculation piping installation is complete and reactor vessel fill was completed on July 9,1988.
3.0 Items of Special Interest 3.1 On July 18, 1988, the licensee announced that a three year contract effective September 1, 1988, was awarded to Protection Technology, Inc., to provide security services at the plant.
3.2 A meeting was held on July 20, 1988, in King of Prussia, PA, to discuss Peach Bottom security.
The licensee presented their root l
cause assessment and corrective action plan to improve security performance.
The licensee will forward these plans to the NRC, and security specialists will review their effectiveness.
3.3 On July 22, 1988, the NRC received the licensee's Response to the NRC Request for Additional Information regarding the Plan for Restart of Peach Bottom Atomic Power Station, Revision 1.
The NRC will review this response in conjunction with the deselopment of a restart safety evaluation report.

3.4 The monthly Nuclear Review Board meeting was held at Peach Bottom Atomic Power Station on July 14, 1988.
The Nuclear Review Board meeting was attended by the NRC Licensing Project Manager, the Senior Resident Inspector and representatives from the states of l
Maryland and Pennsylvania.

2 4.0 Other Items of Interest 4.1 'During the period, the licensee made two security Safeguards Event Reports. A failure to post a guard occurred for Unit 3 on July 9,
-1988. A guard was-immediately posted and a search made of the area.
t Nothing abnormal was found.
The second event occurred on July 14, 1988, when a vital area key was unaccounted for..When it was discovered that the key was lost,

the area was adequately compensated. A regional security specialist is following up on these two events.
4.2 On July 12, 1988, an unexpected automatic actuation of an engineered safeguards feature (ESF) system occurred on Unit 3.
The cutainment isolation was caused by a worker placing labels inside the priraary t
containment isolation system cabinet.
The resident inspectors are following this event.
5.0 NRC Activities During the period 5.1 Three NRC Resident Inspectors were assigned to monitor plant activities between July 9 and July 22, 1988.
These individuals 1
consisted of the following:

- Resident Inspector Larry E. Myers
- Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.
5.2 A Maintenance Team Inspection was conducted on site during the period July 11 - 22, 1988.
The team consisted of specialists from several NRC Regions, NRC Headquarters and the resident inspector.
The results of this inspection will be the subject of a future NRC l

inspection report.
5.3 An Operator Licensing Examination was conducted on site during the period July 18 - 22, 1988. One senior reactor operator candidate and nine reactor operator candidates were examined.
The results of this licensing examination will be the subject of a future NRC report.
I 5.4 Two specialist inspection reports were received during the period.
l A routine emergency preparedness inspection report (50-277/88-22; 50-278/88-22) was issued on July 7, 1988.
The inspection was conducted on June 23, 1988. No violations were issued.

3 A routine quality assurance program inspection report (50-277/88-19; 50-278/88-19) was issued on July 19, 1988. The inspection was conducted on June 6 - 10, 1988. No violations were issued.
