Introduction j
A meeting was held at the request of GNS and Virginia Power Company at Silver Spring, Maryland on October 26, 1987, concerning the feasibility of obtaining a Certificate of Compliance for transportation of spent fuel in casks made from Nodular Cast Iran.
Discussion Virginia Power Company expressed an interest in obtaining NPC approval to transport spent fuel in Nodular Cast Iron Casks so that their Nodular Cast Iron storage cask could become dual purpose casks.
GNS stated that they had made some progress in understanding the behavior of the Nodular Cast Iron and they had provided material information tn the expert panel convened by the Oak Pidge National Laboratory who was engaged by the NRC office of Nuclear Regulatory Research to conduct a study of this matarial.
NRC staff stated that we had serious reservations with regard to the suit-ability of Nodular Cast Iron as a structural material for spent fuel shipping casks. Nodular Cast Iron is susceptible to brittle fracture and thus a spent fuel cask made of this materiel could be subject to catastrophic failure.
The materials used to construct spent fuel casks should be cuality ferritic steel or stainless steel so that brittle fracture would be precluded, even in the presence of large plastic st-ains dynamically applied.

2 any recommendations from RES Material Engineering branch or the panel to resolve our concerns, Given the current available information, we could not give any encouragement with regard to the acceptability 6f Nodular Cast Iron for spent fuel shipping cask.
