Dear Dr. Murley:
o Transmitted herewith in accordance with Section 50.54(p) of the Commission's Regulations are an original and three (3) copies of a Revision to the Physical Security Plan for Limerick Generating Station consisting of page changes dated February, 1989, a Summary of the Plan Revisions and revised drawings listed in Appendix A of the Plan.
The Revision to the Plan reflects the inclusion of Limerick Unit 2 in the Protected Area Boundary and is scheduled to become effective on March 1,1989. Although not all pages of the present plan will be revised, for ease of reference, the entire Plan has been reprinted, with changes marked in the right margin of each page.
In accordance with Sections 2.790 and 73.21 of the Commission's Regulations, it is hereby requested that the enclosed Revision to the Plan be withheld from public disclosure. An affidavit which supports this request for nondisclosure and which also states that the Revision will not decrease the safeguards effectiveness of the Plan is filed herewith.

He is Vice President of Philadelphia Electric Company, Licensee under Facility Operating License NPF-39 for Limerick Unit 1 and is authorized to execute this affidavit; 2.
He has reviewed the revisions to the Physical Security Plan dated February,1989, and the Summary thereof (hereinaf ter the "Revision") and knows the contents thereof.
The Revision will not reduce the safeguards effectiveness of the Plan; 3.
The Revision which is sought to be withheld from public disclosure contains details relating to the Physical Security Plan for Limerick Station; 4.
The information set forth in the Revision has been treated as confidential and proprietary infomation and has been withheld from public l
disclosure by Licensee in accordance with Licensee's practice of treating all information dealing with the details of security plans as confidential and I
proprietary information, and; j

The Revision should be considered by the NRC as confidential and proprietary infomation and be withheld from public disclosure on the grounds that it contains Safeguards Information, it contains details relating to the physical security plans of a licensed facility, it contains detailed infomation which could be used to compromise the safety and security of the facility, such disclosure is not required in the public interest and such disclosure would adversely affect the interests cf Philadelphia Electric Company.
