SUMMARY

OF MEETING WITH WASTECHEM CONCERNING SHIPMENT OF ASPHALT SOLIDIFIED WASTES Attendees WasteChem NRC David N. Enegess LeRoy S. Person Len Fiume Tom Jungling Tim Johnson Bill Lake Dick Odegaarden Introduction A meeting was. held at Silver Spring, MD on June 18, 1984 at the request of WasteChem concerning ten recent amendments to Type B packages prohibiting the shipment of radioactive waste solidified in asphalt.

Discussion On May 16 and June 11, 1984, the NRC amended ten certificates of compliance (5026, 0144, 6272, 6574, 6601, 6744, 6771, 9073, 9081, and 9152) to prohibit the shipment of radioactive waste solidified in asphalt.

The reason stated was because the radiation effects for asphalt are limited at this time and the requirements of $71.43(d) for asphalt have not been addressed, the certificate has been modified to prohibit the shipment of radioactive waste solidified in asphalt.

  • 21 E34 At the same time, for certificates which did not address combustible gas mixtures, several certificates were amended to require testing for combustible gas mixtures if the package contained material greater than that permitted for low specific activity material.

The WastsChem representatives requested NRC take the following action by early next week, and proposed the following statements of notification:

"1.

The purpose of this letter is to notify you of a forthcoming certificate of compliance revision regarding binder acceptability.

Paragraph 6 will be changed to read:

Shipment of radioactive waste solidified in asphalt is authorized."

"or" "2.

The shipment of radioactive wastes solidified in cement, polyester and asphalt are acceptable providing the above criteria for hydrogen generation are met. Our review of waste form data indicates that these binders are capable of meeting these criteria.

The NRC will continue its review of available data to further confirm this acceptability."

The WasteChem representatives explained that the NRC action had a negative impact on their company sales.

The WasteChem process involves about a 50%

mixture of ASTM D-312-71 asphalt and 50% dry wastes from the reactor waste solidification prer?is.

WasteChem described several calculations to show that wastes solidified in asphalt are no worse, maybe even better than those solidified by other means, WasteChem promised to supply all information they have currently on their process as it relates to gas generation by Wednesday noon.

The Files The NRC staff position was that we had much more information on dewatered resins and cement solidified wastes, but very little on asphalt solidified wastes. We were receptive to receiving asphalt data on gas generation and willing to modify or delete the restriction on the shipment of asphalt solidified wastes if the facts justified the action.

The NRC staff would review the information provided us at the meeting and the additional information to be provided by nocn Wednesday. We would be in contact with WasteChem prior to taking any additional action regarding this matter.
