y REGIONAL CONSTRUCTION PROGRAM'A55E55H(NT. W'IP 2 (REGION V)
An NRC Construction Apprallal Team (CAT) inspection was performed in May June 1983, for the WPPS5 WNP 2 facility. As a part of this inspection, records were reviewed to identify that portion of the construction inspection program which had been performed.
The results indicated that the construction inspec-tion program had been ellentially cogleted at the WNP 2 lite.
A review of 766 coenuter lyttee data for CY 1981 and CY 1982 for EC 2512 and HC 2592 procedurel (modulesh wel Nde for the WNP.! project (phase 2, construc-tion) and compared with NatLonal Averages for lite inspection ef fort.
The fo,110 wing results were noted 1981 1982 Man Hrs, Man Hrl WNP 2 1510 2714 Nat. Avg.
1975 2819 init indicates that the site inspection effort applied by NRC Region Y to WP 2 was reasonable, but below the national average.
A nurter of the deficienctel identified during the CAT inspection had been identified at least partially by the regional inspection program.
Eranples of i
1 these findings include concrete repair problent, al butit inspection program and pipe hanger installation deficienctel.
Also, lving separation aspects) pection Report 42 21 revealed two noncompliances it was noted that. NRC Ins (invo and five deviations in the electrical construe.
tion area.
The resulting corrective actions by the appitcant appear to have been effective. The CAT inspection reported that activitten in the electrical and instrurwntation areal appear to be adequate.
In the rechanical and Nterial trateability areal, the CAT (dentified queltton.
able bolting installations and tgroper or uncontrolled Nterial subitttutions, while there was no evidence noted of prior NRC Region Y reportl of defleten-eten.
An area where htndlight indicates that more effort could have been effectively expended was in the early followup to the construction reverification program.
A system for tracking and cloteout of open iteel was in place and being effec-tively utt11 ed to ensure appropriate handling of iteel concerned with public health and safety.
Regional Nnagement involvement With the inlMction program at the WhP 2 lite was evident from the Section Chief through tTe Regional Administrator. The resident inspector wel entremely knowledpable of the inspection program and the site conditionl. He dilplayed exce) ent' judgement in Nttert involving site activitten and wel very helpful to the CAT in their activittel.
