Dear Sir:

By letter dated September 17, 1987 (BECo Ltr. #87-146), Boston Edison Company requested an exemption from the requirements of 10 CFR Part 50, Appendix E, Section IV.F., that would authorize the next biennial full participation emergency preparedness exercise for the Pilgrim Nuclear Power Station to be conducted in the second quarter of 1988. On December 16, 1987, the Nuclear Regulatory Commission published a Federal Register notice approving the exemption, and specified that the exercise be conducted prior to June 30, 1988 (52 End. Res. 47806-07).

Boston Edison's request for authorization to delay the next biennial exercise was primarily based on the fact that the Commonwealth and the local governments were engaged (with Boston Edison's assistence) in implementing numerous improvements in their offsite emergency preparedness programs and that the exercise would be most beneficial if it were conducted once additional progress had been made. While substantial progress has been made since Boston Edison's September 17, 1987 letter, that process is still underway.

Accordingly, Boston Edison requests an extension of the June 30, 1988 deadline to permit conduct of the exercise prior to the end of 1988. As stated in the original exemption request, the schedule for future biennial exercis vould not be affected (i.e., the following biennial exercise muld be held "

The proposed extension has been discussed with tne Commonwealth and I

local emergency response officials. All of the parties have indicated that

(

they support the proposal.

Since the September 17, 1987 exemption request, Boston Edison's annual onsite

{

exercise (in which the Commonwealth exercised various offsite objectives) was conducted on December 9, 1987, and the Commonwealth has participated in a full participation exercise at the Vermont Yankee Nuclear Generating Station.

The Pilgrim onsite exercise was favorably evaluated by the NRC.

No violations were identified, and the NRC concluded that the "emergency response actions were adeguate to provide protective measures for the health and safety of the public."'

The Vermont Yankee exercise report has not yet been published.

Boston Edison's September 17, 1987 letter stated that temporary relief was i

being sought and that the Company had made good faith efforts to comply with 10 CFR Part 50, Appendix E, Section IV. F.

Since that time, four of the five EPZ towns and the Bridgewater and Taunton reception center commu9 ties have i

forwarded complete drafts of their emergency response plans to FtnA for technical review.

All of these towns have entered into agreements through which Boston Edison is providing professional planning assistance, renovating r

local E0Cs, and funding a full-time Civil Defense staff position.

Preparation

of detailed implementing procedures is well underway in each town, and a complete set of draft procedures has been approved by responsible agency heads in one of the towns.

Training of emergency response personnel is also underway.

Boston Edison is actively assisting in these efforts.

In addition, the original exemption request described how literal compliance I

with the regulation would not serve its underlying purpose and would result in undue hardship to the Commonwealth and local emergency response agencies and i

how granting the request would result in a net benefit to public health and i

safety. The requested extension is warranted on the same bases.

l Accordingly, Boston Edison requests that the NRC extend the deadline for

conduct of the next biennial exercise until the end of 1988.

with 10 CFR 5170.12(c), a fee of one hundred and fifty dollars ($150.00) will i
