Vogtle Electric Generating Plant - Unit 2 USNRC Inspection Repcrt 50-425/8-07 Georgia Power Company wishes to submit the following infonnation concerning the violation identified in the referenced inspection report.
Violation 50-425/8-07-01, "Failure to Follow Pracedure for High-Potential Testing of Cable" - Severity Level IV Georgia Power Company acknowledges the violation as identified in the USNRC report.
The violation is attributed to unclear directions for carrying out the Cable High-Pot - Program.
Tne maintenance personnel performing the test mistakenly believed that Procedure 25733-C was to be used as a guideline instead of as a procedure, since the cables were not turned over to the Initial Test Program.
The following corrective steps have been completed to resolve the violation:
1.
Technical reviews have been conducted on all completed high potential test documentation packages.
Six (6) Operations Deficiency Reports (0DR's) were generated to resolve eleven (11) instances of incorrect test duration (5 minutes actual test duration vs. 15 minutes required test duration).
One ODR was generated to resolve the instance of incorrect test voltage used for the test of Calvert Cable Bus Diesel Generator Train A (36 kv used during test vs. required 56 kv).
The Calvert Cable Bus has been re-tested using 56 kv test voltage.
No other instances of incorrect test voltage were found.
2.
Supplemental documentation noting the correct esble safety classification has been generated and filed with the applicable high potential test records.
To prevent further violations the following action has been taken:
1.
Training classes have been conducted with tett personnel and appropriate supervisors on the review of data sheets and work packages.
During these training sessions procedure compliance has been stressed.

Procedure 25733-C is being revised for clarity and to bring it in line with industry standards and vendor recommendations, f

A - broadness review has been conducted to determine - whether. or not other activities were being performed by Startup personnel on equipment prior to turnover.
One other activity not associated with high' potential. testing was identified.
This activity was being perfonned in accordance with applicable procedures.
All high potential testing of cables performed sinced December 24, 1987, has been in accordance with procedure.
Full compliance will be achieved by April 30, 1988.
