DPR 42 50 306 DPR 60 License Amendment Request Dated July 18, 1988 Elimination of Low Feedwater Trip Attached are three originals and 37 conformed copies of a requert for a change in the Technical Specifications, Appendix A of the Operating License, for the Prairie Island Nuclear Generating Plant.

This re-quest is submitted in accordance with the provisions of 10 CFR Part 50, Sec t ier, 50. 90.

A check is attached in the amount of $150.00 in accordance with the requirements of 10 CFR Part 170 for the amendment application fee.

The proposed Technical Specification changes will remove the low feedwater trip from the Technical Specifications and add requirements for a steam generator level rnedian selector function.

These changes are needed to support the installation of an improved rnicroprocessor-based feedwater control system.

The new control system is expecteri to sir,nificantly reduce the potential for feedvater system related reactor trips.

Installation of the new feedwater control system is planned in Unit 2 prior to startup for cycle 13, now scheduled for April, 1989.

Instal-lation of this system is planned in Unit 1 prior to startup for cycle 14, now scheduled for February, 1990.

This equipment will airo be used to implement the ATk'S Mitigation System Actuation Circuitry (AMSAC) as described in our letters of April 22, 1988 and tiay 12, 1988. NRC review and approval of this License Amendment Request is therefore requested by February 1,1989 to peruit these irrprovement projects to remain on schedule.

Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, and a Significant llazards Detereination.

Exhibit B contains pages of the Prairie Island Technical Specifica-tions revised to show the proposed changes.

In support of the requested Technical Specification changes, Vesting-nouse Electric Corporation is preparing a a licensing topical report related to the advanced digivil feedwater control system median signal selector feature that will be installed at Prairie Island.
