Hillstone Nuclear Power Station, Unit No. 3 Proposed Revision to Technical Specifications Electrical Power Systems Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend Operating License No. NPF-49 by incorporating the changes identified in Attachment I into the plant Technical Specifications for Hillstone Unit No. 3.

Discussion The proposed changes to the Hillstone Unit No. 3 Technical Specifications consist of deleting the following tables from the plant technical specifica-tions:

Table D.gscriotion 3.8-1 Containment Penetration Conductor Overcurrent Protective Devices 3.8-2a Motor-Operated Valves Thermal Overload Protection Bypassed Only Under Accident ConJitions 3.8-2b Motor 0perated Valves Thermal Overload Protection Not Bypassed Under Accident Conditions NNEC0 hereby proposes deleting Tables 3.8-1, 3.8 2a, and 3.8-2b as well as any reference to those tables in Sections 3/4.8.4.1. 3/4.8.4.2.1 and 3/4.8.4.2.2, respectively, and incorporating the tables into the Millstone Unit No. 3 Final Safety Analysis Report (FSAR). Provided for the Staff's information is a preliminary copy of the FSAR change which incorporates the tables into FSAR Tables 8.3-7, 8.3 8 and 8.3 9 (Attachment II). These FSAR changes will be forwarded to the NRC in a future FSAR update once the amendment is approved.

s s U.S. Nuclear Regulatory Comission 812931/Page 2 July 21, 1988 devices, thermal overload protection bypassed only under accident conditions, and thermal overload protection not bypassed under accident conditions, can be found in FSAR Tables 8.3-7, 8.3-8, and 8.3-9 respectively. In addition, the bases section also requires that an addition or deletion of any device shall be made in accordance with 10CFR50.59 and approved by the Plant Operations Review Comittee.

Deletion of Tables 3.8-1, 3.8-2a and 3.8-2b from the technical specifications and incorporation of the listings into the Hillstone Unit No. 3 FSAR contrib-utes to the ongoing effort to upgrade the Hillstone Unit No. 3 Technical Specifications into a more usable and less cumbersome document without compro-mising the ability to control changes made to the contents of the tables.

Moreover, deletion of these tables is consistent with the recomendations of NUREG-1024 as a short term improvement item and the efforts by the Westinghouse Owners Group (WOG) and NUMARC Technical Specification upgrade initiatives to make the Technical Specifications a more clear and concise document.

The changes proposed herein are strictly administrative in nature, have no effect on the current limiting conditions for operation (LCO) or on the surveillance requiremer.ts, and can in no way adversely affect nuclear safety.

Sionificant Hazards Consideration NNEC0 has reviewed the proposed changes in accordance with 10CFR50.92 and has concluded that they do not involve a significant hazards consideration in that these changes would not:

1. Involve a significant increase in the probability of occurrence or consequences of an accident previously analyzed. Since the proposed changes are strictly administrative in nature, and there are no changes proposed to the LC0 or to surveillance requirements, there is no impact on the design basis accident.
2. Create the possibility of a new or different kind of accident from any previously analyzed. Since there are no changes in the way the plant is operated, the potential for an unanalyzed accident is not created. No new fTilure modes are introduced. The proposed changes are purely administrative and have no affect on plant operation.
3. Involve a significant reduction in a margin of safety. Since the proposed changes are administrative and do not affect the consequences of any accident previously analyzed, there is no reduction in the margin of safety.

Moreover, the Comission has provided guidance concerning the application of standards in 10CFR50.92 by providing certain examples (March 6,1986, FR7751) of amendments that are considered not likely to involve a significant hazards consideration. The proposed changes are enveloped by example (i), a purely administrative change to technical specifications; for example, a change to achieve consistency throughout the technical specifications, correction of an error or a change in nomenclature. The proposed changes are strictly admints-trative in nature and are being made to coincide with efforts by the WOG and NUMARC initiatives to upgrade the technical specifications to a more clear and

concise document. The contents of Tables 3.8-1, 3.8-?a, and 3.8-2b, which NNEC0 proposes deleting from the Millstone Unit No. 3 Technical Spec 4 fica-tions, will be incorporated and maintained in the FSAR.

Based upon the information contained in this submittal and the environmental j assessment for Millstone Unit No. 3, there are no significant radiological or l' nonradiological impacts associated with the proposed action, and the proposed license amendment will not have a significant effect on the quality of the human environment.

proposed change and has concurred with the above determinations.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment.
