V. A. Training Presentation, Ft. Rcot VMC, North Little Rock, AR May 3, 1988 The following are observations and comments on the training presentation given to the VA Regional Industrial Hygienists on May 3,1988.

1.

The presentation was very well cone, largely due to the individual efforts of Josie Piccone, RI, John Madero, RIII, and Geoffrey Cant, OE, Their knowlecge of their subject areas and their professionalism contributed to the success of the presentation.

2.

The VA was represented by approximately 15 Regional Industrial Hygienists who are responsible for IH/ Safety oversight and monitoring of subordinate organizations. Two indiviouals from the VA Central Office were occasionally present.

3.

The presentation was well received and had about the right amount of detail for the audier.ce.

4 Participants asked about:

o The concept of ir' posing Civil Penalties for violations, a practice reportedly not exercised by other governcent agencies against federal institutions o The VA's enforcement history, types and frequencies of violations, and misadministration data, especially in coe arison to civilian institutions o The future..elationship and coordination between the agencies 5.

The VA representatives indicated that in most cases they would have l

oifficulty in perfoming "in depth" audits of radiation safety prograr.s due l

to a general lack of experience and training in radiation safety.

This is l

largely due to the lack of involvement in radiation safety programs and a lack of individual radiation trainirig.

!everal ideas were presented to us that may overcome this apparent inadequacy.

One idea would be to perform the audits and call upon expert help when necessary. A second idea would be to draw upon individuals within VA, presucably HP's and users, to perform the audits.

A third alternative would be to create an HP Section within the VA to perform the audits.

No representative from the VA Central Office Nuclear Medicine Services (Dr. Fletcher's Office' was present for the presentation.

We may be asked to re; eat 'this training sometime in the futare for a similar group or higher levels of VA Management.

The presentation team believes that the project was clearly worth the time and resources invested.
