Interagency Agreement Number NRC-ADM-83-441, " Ell 5 System Drawings" Pursuant to the authority contained in the Economy Act of 1932, as amended, 31 U.S.C. 686, the Nuclear Regulatory Commission (NRC) and the Tennessfie Valley Authority (hereinafter referred to as "TVA") desire to enter into an interagency agreement whereby TVA will prepare drawings for use in the Energy industry Identification System (EIIS) Document Number P805.
Accordingly, the parties hereto mutually agree to the following terms of this agreement:
ARTICLE I - PERIOD OF PERFORMANCE The period of performance shall be from the effective date of this agreement through 30 September 1983.
ARTICLE II - SCOPE OF WORK A.
Background
As a part of the joint effort, which includes NRC/AE0D, INP0/NPRDS, and IEEE/UIWG, to produce a common language consisting of identification instructions and system descriptions, a group of system diagrams must be drawn. These drawings will be used by NRC/AE0D and INP0/NPRDS to indes and classify licensee event reports and nuclear plant relieblility data reports.
B.
Work Required TVA shall prepare and provide approximately one hundred generic system descriptions and associated engineering drawings for use in the standard series known as Energy Industry Identification System (EIIS) Document Number P805 entitled, " Recommended Practice For System Identification In Nuclear Powar Plants and Related Facilities", as identified by the Institute For Electrical and Electronic Engineers Unique Identification orking Group (IEEE/UIWG). All drawings are to be in the format estab-w lished by the TVA Computer-aided Drafting (CAD) process. Additionally, all drawings shall be made in compliance with the standard nomenclature C

'and symbology developed by IEEE. At the end of each week TVA shall fomard one (1) copy of the thcn completed draft documents to the IEEE/UIWG for review and comment. Upon receipt of the comments from IEEE/UIWG, TVA shall revise the drawings in accordance with the IEEE/UIWG recommendations.
Within one week after receipt of the final comments from IEEE/UIWG, TVA shall submit one completed set of all final drawings to IEEE/UIWG for submission to the IEEE committee.
C.
Option To Extend Period Of Performance This agreement may he extended, at the option of the USNRC, 'by the Contracting Officer. The total duration of this agreement, including the exercise of the option stated herein shall not exceed 31 weeks. Should the NRC exercise said option, TVA shall perform in accordance with all agreement terms and conditions within the additional estimated total cost of $4,000.00.
Upon completion of the final drawings by TVA, the documents must be reviewed and receive final approval from the IEEE committee. Upon notifica-tion from the committee, a determination shall be made as to whether the NRC shall exercise the option of performance of Task 2 below. TVA shall not initiate any work on Task 2 until receipt of appropriate modification from the NRC Contracting Officer.
Said modification shall be issued if exercised, within fourteen (14) days after notification of.he IEEE committee meeting results.
Task 2.
In the event that further revisions are required as a result of the IEEE committee meeting, TVA shall revise the drawings in accordance with the IEEE committee recommendations, Upon completion of the revisions, TVA shall submit the final drawings to IEEE/UIWG.
D.
Perfomance Schedule And Deliverables The folinwing sets forth projected schedules for project milestones and deliverable products:

ARTICLE III - ESTIMATE OF COST The estimated cost of the basic effort described herein is $21,868.00.
In the event the option is exercised, the total estimated cost shall increase from $21,868.00 to
$25,868.00, an increase of $4,000.00.
ARTICLE IV - OBLIGATION OF FUNDS Funds in the amount of $ 21,868.00 is obligated hereunder a'nd chargeabls to the following appropriation data:
B&R Number Appronriation Symbol FIN Number 80-19-07 31X0200.803 88841 ARTICLE V - BILLING INSTRUr.TIONS TVA, to receive reimbursement for costs incurred, shall submit invoices in accordance with the document entitled " Billing Instructions", which is incorporated herein as Attachment 1, utilizing a form SF 1080, in lieu of the Government SF 1034 ARTICLE VI - ADVANCE NOTIFICATION It is estimated that the total cost to the NRC for performance of this agreement, will not exceed the estimated cost as stated in Article III.
TVA agrees to use its best eff6 cts to perform the work specified in Article II within such estimated costs. 'If, at ahylt3Se, tha. TVA has reason to believe that the costs which they expect to incur within the succeeding 60 days will exceed 75 percent of the estimated cost when added to all previously inc9rred costs, the TVA shall notify the Contracting Officer in writing.
This notification shall include the revised estimate for tha total cost for performance of this interagency agreement.
ARTICLE VII - DELIVERABLES Upon completion of the work requirements set forth in Article II, the Contractor shall submit one (1) copy of all final drawings to the NRC Project Officor.

ARTICLE VIII - NRC CONTACTS A.
Technical Contact - The NRC technical contact is Mr. Fred Hebdon, Office of Administration, (301) 492-4480.
The Project Officer is responsible for: (1) monitoring the USUHS's technical progress, includi.ng the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this interagency agreement, and (5) assisting USUHS in the resolution of technical problems encountered during performance. The Contracting Officer is responsible for directing or negotiating any changes in terms, conditions, or amounts cited in the contract.
For guidance from the Project Officer to U5 UHS to be valid, it must:
(1) be consistent with the description of work set forth in this contract; (2) not constitute new assignment of work or change to the expressed terms, conditions, or specifications incorporated into this contract; (3) not constitute a basis for an extension to the period of performance or contract delivery schedule; (4) not constitute a basis for any increase in the estinated cost.
All technical directions shall be issued in writing by the Project Officer or shall be confirmed by him/her in writing within ten (10) working days after verbal issuance. A copy of said written direction shall be pro-vided to the Contracting Officer.
In the event the Project Officer desires a change to the interagency agreement within one or more of the categories as defined in (1) through (4) above, he/she must direct such requests to the Contracting Officer.
The Contracting Officer will handle the request in accordance with applicable laws and regulations.
