As requested by your letters of October l'1,1984 and January 8,1987, the Vogtle Electric Generating Plant scenario / controller package for the May 24, 1988 annual exercise is hereby submitted for NRC review.

For reasons of confidentiality, the only copy of the scenario has been withheld from this letter and provided instead to Mr. T. R. Decker, Chief of the Emergency Preparedness Section of the NRC Region II office.

The scenario has been written for partial participation by state government and full participation by local government.

Editorial improvements may be made to this package before the exercise date.

Any changes to the scenario will be discussed with your review team at the controller / evaluator briefing at 3:00 p.m.

EDT, May 23, 1988.

Due to the compressed timeline, some portions of the offsite Georgia Power Company emergency organization may be prepositioned.

Georgia Power Company will hold internal critiques following the exercise.

He have tentatively scheduled the NRC exercise exit for May 25, 1988.

He request that the information provided to Mr. Decker be withheld from public disclosure until after the exercise.
