Dear Hr. Hartin:

By letter dated March 2, !988, the Sacramento Municipal Utility District received a Notice of Violation concerning tne failure to remove from stock those items whose shelf life had expired.

In accordance with 10 CFR 2.201, the District provides the enclosed response to the Notice of Violation.

This letter acknowledges the violation as cited and describes the District's corrective actions.

t GCA 88-167 RESPONSE TO NOTICE OF VIOLATION Attach ent Page 1 of 1 NRC Statement of Violation A 10 CFR 50, Appendix B, Criterion V, requires that activities affecting quality shall be prescribed by documented instructions, procedures or drawings and shall be accomplished in accordance with these instructions, procedures, or drawings.

SHUD Haterials Management Procedure HHP-0025, "Preservation, Storage, and Maintenance of Items in Storage," paragraph 7.6.5, requires that items whose shelf life has expired shall be removed from their storage location and placed in a "hold" location.

Rancho Seco Management Information System report RSHH 0330, dated January 4. 1988, identified materials with expiration dates for the first quarter of 1988.

Contrary to the above, on February 4, 1988, three safety-related RSHH 0330 gasket line items (9 pieces), with expired shelf lives, had not been tagged or placed in a hold location.

District Resoonse to Violation A 1.

Admission or denial of alleged violation:

The District acknowledges and admits that the above occurreft as stated.

Reason for the violation:

I Personnel error, in that the person charged with this responcibility failed to remove all stock items with expired shelf lives.

Corrective cction taken and results achieved:

The District conducted a review of all expired stock items since May 1987 to determine if any expired stock items had been issued for use. No expired stock items were found to have been issued.

All expired stock items were removed from stock locations and disposed of in accordance with site procedures.

The person charged with the responsibility of removing expired items from stock was counseled and reinstructed on the importance of clearing stock items prior to the date of expiration.

The corrective steps that have been taken to avoid further violations:

A Materials Management Desk Instruction, HHDI-H036, "Shelf Life" was issu.1d on February 11, 1988, to provide detailed instructions to Material Handlers on the hand 11.1g of stock items with a shelf life.

The District considers that full compliance was achieved on February 11, 1988.
