Supplements 1 and 2 By letter dated November 6, 1987 (Refereve b)], *he NRC's office of Nuclear Reactor Regulation issued Bulletin No. 87-02 requesting that licensees review their receipt inspection requirements and internal contols for fasteners, and indepen-dently determine through testing whether fasteners (studs, bolts, cap screws, and nuts) in stores at their facilities meet required wechanical and chemical specifi-cation requirerents.

Vermont Yankee responded to the six specific actions required by Bulletin No. 87-02 by letter, dated January 12, 1988 (Reference c)].

Subsequently, on April 22, 1985 (Refereice d)), NRC issued Bulletin No. 87-02, supplement 1, requesting licensees to submit additional information on the source of fasteners purchased for use at their facilities.

The type of information required to be submitted by Bulletin No. 67-02. Supplement 1, was clarified by NRC on June 10, 1988 (Reference e)) in Bulletin No. 87-02, supplement 2.

Specifically, the "action required" statement of Supplement I nas revised in its entirety to clarify that the intent of Supplement 1 ms to require addressees to provide a list of suppliers and manufacturers frce which fasteners may ha/e been purchased.

Further, the type of fasteners for which vendor / supplier rames and addresses were requested was limited to ferrous fasteners 1/4 inch in diameter or greater. Accordingly, Vermont Yankee herewith responds to the subject Bulletin No. 87-02, Supplerent 1, as revised and clarified by Supplerent 2.

NRC Bulletin 87-02, Supplement 2, requested the following specific information concerning the procurement of fastenerst Act_ ion item _1 A list of the suppliers and manufacturers from which safety-related ferrous fasteners 1/4 inch in diameter or greater may have been purchased, within the past ten years, including addresses.

For those fasteners purchased frcm fastener suppliers and/or original equipment manufacturers, any available information that identifies the manufacturer or subtier supplier of the fasteners also should be provided.

Approved Vendor List or Qualified Supplier Lists are the intended sources for this information.

Addressees are not required to search purchase order f'les, contact sutcontractors to cbtain the information, or submit data on fasteners supplied as part of an ori-ginal component.

Action item 2 For non saf ety-related f astr, rs the same information as requested in

'he first two sentences of Itst 1, above, except that a) the time of interest is for fasteners procured in the last five years; and b) the search of available records in this case should include purchase orders unless the licensee utilites Approved Vendor Lists or Qualified Supplier Lists in procuring non safety-related fasteners.

This information collection is understood to be on a best-effort basis.

Further, addressees are not required to contact subcontrac-tors to obtain the information or to submit data on fasteners supplied as part of an original component.

Vermont Yankee has performed the requested review of our Approved Vendor List files and purchase order legtocks in eccordance with the subject bulletin and herewith crovides the attached lists of knonn end potential suppliers 0 8 ferrous fasteners 1/4 inch in diateter or greater.

Attachrent 1 provides the list of safety-related suppliers or manufacturers covering the teriod January 1, 1978 through the present.

Atta:hment 2 provides the list of non safety-related suppliers or vanufacturers cevering the period January 1, 1933 through the present.

Verront Ya nk ee 's response t o t he subject bulletin's supplements involved 350 man-hours of inwestigation at an approximate cost to Veracnt Yankee of $17,000.

Eighty percent of this effort was completed prior to receipt cf 5;rplerent 2 of the Bulletin.

As previously stated in our letter of January 12, 1998 (Ref erence c )1, completion of Verront Yankee's response to Bulletin No. 07-02 involved apcroxima-taly 400 ran-hours of engineering tire and $6,000 to perform the required testing.
