This refers to the routine safeguards inspection conducted by Mr. A. Della Ratta

of this office on June 7-10, 1988 of activities authorized by NRC License Nos.

CX-22 and SNM-310 at the Critical Experiments Facility, Schenectady, New York
and at the Campus Facility, Troy, New York and to the discussions of our findings

held oy Mr. Della Ratta with Mr. M. Podowski and other members of your staff at

the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspec-
tion Report which is enclosed with this letter. Within Wese areas, the inspec-
tion consisted of selective examinations of procedures as represer.tative records,
interviews with personnel, and observations by the inspector.
Our inspector also verified the steps you have taken to correct the violations
brought to your attention in our letter dated July 10, 1986. We have no further
questions regarding your action at this time.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full enmpliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A.
This violation has been

categorized by severity level in accordance with the "General Statement of
Policy and Procedure for NRC Entorcement Actions," 10 CFR Part 2, Appendix C
You are required to respond to this letter and in pre-
paring your response, you should follow the instructions in Appendix A.

Sections of the enclosed inspection report and Appendix A contains details of

your security program that have been determined to be exempt from public dis-
closure in accordance with 10 CFR 9.5.(a)(4), Commercial or Financial Informa-

tion (C0FI).
Therefore, the section so identified in the inspection report and

Appendix A will not be placed in the NRC Public Document Room and will receive
limited distribution.
This letter and the remaining portions of the inspection
report will be placed in the Public Document Room, in accordance with 10 CFR
