Dear Mr. Hartin:

The District has completed the prerequisites for reactor criticality and hereby informs you of our readiness for restart of Rancho Seco. Upon receipt of the restart authorization from the NRC, the District intends to bring the reactor critical and commence an increase to approximately 251. of rated power.

In confirming the accomplishment of Operating Procedure B.lA "Control of Plant Heatup and Operating Procedure for Power Escalation Testing" prerequisites, we have verified that:

e Technical Specification and procedural prerequisites for continuing startup beyond hot shutdown have been satisfied (Procedure B.1A, Sections 5.1.15, 5.1.18),

o Procedures needed for continuing startup beyond hot shutdown are available and operators have been trained in their use (5.1.3, 5.1.13),

e Plant staffing meets the Technical Specification and procedural requirements (5.1.22, 5.1.23, 5.1.25), and a The Plant Review Committee (PRC) and the Management Safety Review Committee (HSRC) have provided their review and approval to continue startup beyond hot shutdown (5.1.20, 5.1.21).

Martin MAR 2 91933 The AGH Nuclear Power Production, AGM Technical and Administrative Services, Director of Management Systems, Director of Nuclear Quality and I have met with each appropriate department to ensure that all matters such as regulatory and management commitments are closed, paperwork is in proper order, procedures are properly prepared, reviewed and approved and personnel are trained and ready to support reactor criticality and power operation.

To the best of my belief and knowledge, Rancho Seco has met the necessary prerequisites prior to leaving the hot shutdown condition and proceeding with reactor criticality and power operation. Power ascension will be conducted as a minimum in accordance with the attached program.
