AFFIDAVIT OF JOHN F.G. EICHORN, JR.

JOHN F.G. EICHORN, Jr., being on oath, deposes and says as follows:

1. I am the Chairman and Chief Executive Officer of Eastern Utilities Associates, the parent company of Montaup Electric Corporation, which owns approximately 2.9% of SeabroJA Station, and EUA Power Corporation, which owns appro::imately 12% of Seabrook Station. I am also the Chairman of the Joint Owners' Executive Committee of Seabrook Station.
2. As the Commission is aware, since June 1, 1988, Massachusetts Municipal Wholesale Electric Company (MMWEC) ,

has made no monthly payments into Seabrook Station, although at this point, prepaid payments made by MMWEC nave resulted in there being adequate funds available.

3. As the Applicants advised the Commission by a 8807290060 880722 PDR C ADOCK 05000443 PDR

filing under date of July 14, 1988, The Northeast Utilities System (The NU System), one of the joint owners of Seabrook Station made a commitment to make a payment in lieu of the payment due from MMWEC for the month of August, 1988. On July 21, 1988, the Connecticut Light & Power company (CL&P) a subsidiary of Northeast Utilities, which is one of the joint owners of Seabrook Station, made the payment which had been committed.

4. In addition, as the Applicants further advised the Commission, The NU System is working to structure an arrangement that would provide funding for the MMWEC share for at least another year beyond August 31, 1988.

Edwards, Jr. who is the Chairman and Chief Executive Officer of United Illuminating Company, which owns approximately 17%

of Seabrook Station and who also is Vice-chairman of the Seabrook Station Joint Owners' Executive Committee, have been l

l working for many months with different groups to structure a l consortium which alone, or with The NU System, or with other investors and some of the Joint Owners would provide funding for the MMWEC share at least for one year beyond August 31, 1988 with the ultimate objective of acquiring HMWEC's l ownership share in Seabrook Station.

6. It is my present opinion that one of the

, arrangements described in paragraphs 4 and 5, above, will be I

successfully concluded and that funds for the MMWEC share 2

will be made available to the project in a timely manner.

7. In light of the foregoing, it is my present opinion that there is little, if any, likelihood at this time tnat the recent decision of MMWEC will result in any shortfall of funds to Seabrook Station which would compromise in any way the safety of operations at low power.
8. In the event that the circumstances change in any way to alter the opinions expressed in paragraphs 6 and 7, above, the Commission will be notified promptly of such events and the possible effects thereof on Seabrook Station.
