LICENSEE REVIEW OF ISI PROGRAM CHANGES i (TAC N0. 68467) l Your memorandum dated June 23, 1988 requests the NRR position en licensee review of Inservice Inspection (ISI) program changes. The memorandum notes I that the Cooper Nuclear Station Operations Review Committee (SORC) reviews I specific ISI HDE procedures but does not review programmatic changes such as changes to the scope and frequency of ISI inspections. This issue is 1 identified as Unresolved Item 298/88-08-01 in Inspr,ction Report 50-298/88-08. l It is the NRR position that "cach newly created procedure, program or change thereto shall be independently reviewed by an individual knowledgeable in the area affected other than the individual who prepared the procedure, program or procedure change, but who may be from the same organization as the individual /

group which prepared the procedure or procedure change." These words are incorporated into the Technical Specifications of recently licensed facilities, are consistent with para. 5.2.15 of ANSI N18.7-1976/ANS 3.2 (Ref: RG 1.33),

and will noncally be incorporated into the facility's approved QA program. At Cooper, the QA organization provides overview of the ISI program to ensure that the scope, frequency and methods are in accordance with Technical Specifications (Ref: CNS Procedure QAP-1500).

It follows fron the above that onsite comittee (SORC) review of ISI program changes would not be required except in unusual circumstances such as when there is a question of need for Code relief or a potential unresolved safety question.
