SUBJECT:

SELECTION OF SEVERITY LEVEL t By memorandum, dated March 10, 1981, J. P. O'Reilly described an event at the Brunswick 2 facility which violated the Technical Specifications Limiting Condition for Operation. .

Although this event could be classified as a Severity Level III, pursuant to i paragraph 1.C.1 of the Interim Enforcement Criteria, it was classified by Region II as a Saverity Level IV. This classif'. cation was based on the fact that the event had relatively small significan.e regarding the health and safety of the public. The event is described in the enclosure.

We agree with this position as another example of Selection of Severity Level sent you in my memorandum dated March 13, 1981. Also, we concur in Region II's issuance of a Notice of Violation to Carolina Power and Light Company instead of escalating this i.ent for Headquarters for action.
