Dear Ms. Connor:
This letter responds to your February 11, 1988 appeal of this Agency's denial of documents identified on Appendix B of our January 14, 1988 response to F0!A-87-782.
In deciding the marits of your appeal, the withheld documents were again reviewed. On the basis of this review, it has been determined that document B-2 should be released.
A copy of this document is enclosed. With regard to the balance of denied material, I affim the Agency's initial determination in this matter.
Document B-1, an inter-office memorandum from a senior level agency official to a Commissioner, contains discussions recarding the initiation of an acency investigation and the basis for such investication.
Release of this document could reveal [to the person (s) under investigation and others] the scope, direction and focus of the Acency's investigative effort and thereby compromise the entire process. Consequently, the Aaency's reliance on Exemption 7A to deny disclosure was entirely proper.
It is hoped that this explanation obviates the need for a meeting.
This letter represents final Acency action on your February 11, 1988 appeal. Judicial review of the Acency's action in this matter is available in Federal District Court in the district in which you reside, or have your principal place of business, or in the District of Columbia.
