Background
A WESTINGIIOUSE PWR simulator has been provided to NRC by Westinghouse Electric Company under separate contract.
Contractor will arrange for modification of the building in which the BWR simulator is located to accommodate the WESTINGHOUSE PWR simulator.
A BABCOCK AND WILCOX (B&W) PVR SIMULATOR IIAS BEEN PROVIDED TO NRC BY POWER SAFETY INTERNA-

TIONAL, Contractor will also maintain Boni PWR simulatorE
- as provided below.
Reference to maintenance when applied to the PWR simulators in this contract shall mean hardware maintenance and not sof tware maintenance unless otherwise specified. Reference to the simulator in this contract shall mean BWR simulator.
Otherwise the simulator will be identified.
C.1.2 Scope of Work The Contractor shall perform the following tasks:

The Contractor shall contract with the building owner, Osborne Enterprises, to modify a portion of the 4th Q.
floor of this building in order to create a space suitable for relocation of the BWR simulator. ' This space requirement should result in the preparation of space in the amount of approximately 5100 square feet in accordance with a floor plan design which must be approved by the NRC.
A provision shall be made for amortizing the costs of the building modifications over the term of the NRC contract for lease / purchase of the simulator.
The Contractor shall also contract with the building owner to modify and lease space for installa-tion of a VESTINGl!0USE PWR simulator.
This space requirement should result in the preparation of space in the amount of approximately 4,000 square feet in accordance with floor plan which nust be apptoved by the NRC.
The Contractor shall lease the space from Osborne Enterprises until such time as the contract term expires or NRC desires and is able to arrange for direct leasing of this space through the General Services Administration (GSA). The lease does not include janitorial services.
The price for janitorial services for the leased space of the PVR simulator only will be negotiated at a later date (and the contract a
wil! be modified accordingly) but not later than thu commencement of the building Icase after modification j
of the space.

C.1.2 Scope of Work 7.
The Contractor shall maintain the BWR simulator and the
~
I hardware portion of the WESTINGHOUSE AND B&W PWR
~
simulators in proper operating condition, provide scheduled preventive maintenance at a frequency not less than quarterly in accordance with maintenance schedules set forth in the BWR and WESTINGHOUSE AND B&W FWR simulator operating manuals, and bear the cost of time and materials required for such maintenance. The NRC may selectively waive any particular schedule of maintenance upon presentation of documentation by the contractor to support such a waiver.
The contractor shall provide preventive maintenance during times whictr are agreeable to the contractor and the NRC.
The contractor shall make its best effort to provide emergency maintenance within 24 continuous hours of problem identification.
The contractor shall keep an accurate repair log of all maintenance donc during the term of the contract. This repair log shall be pro-vided to the NRC, 'if and when, the NRC decides to purchase the simulator. The contractor will perform no 1
maintenance of the PWR sof tware except -as directed by the NRC and contractor assumes no responsibility for simulator errors due to such maintenance or correctness of the PWR computer modulas either before or af ter such

maintenance. The NRC shall be solely and fully respon-I sible therefore and the consequences thereof and shall indemnify and hold the contractor harmless from ynd against any and all claims of third parties arising I
therefrom subject to the availability of appropriated funds. Any hardware or software changes performed by the contractor shall be fully documented.

The Contractor shall maintain an inventory of spare i
parts, as identified in Appendix C of the contractor's technical description dated 11/4/85, for the BWR simulator and all associated equipment such that the projected repair time for other than major equipment damage shall not exceed 24 continuous hours, except for the Emergency Responso Information System for which repair time shall not exceed 48 continuous hours.
The-Contractor shall inventory and recommend a required j
minimum inventory for the WESTINGHOUSE AND B&V PVR 4
simulators. Any required additions to the existing i
inventory shall be approved by the NRC.
Projected repair time for other than major equipment damage is estimated not to exceed 24 continuous hours.. The Contractor shall maintain a sufficient inventory of
- spare parts for thi VESTINGHOUSE AND B&W PVR simulators to meet the specified repair times.

research.needs. The. Contractor shall not make changes to the BWR simulator (i.e., reengineering for improve-

ment of reliability. or elimination of the need for unavailable spare parts) without NRC approval, if such changes would reduce the simulator functions. Contrac-tor will make no changes in the VESTINGIIOUSE AND B&W PWR simulator hardware or sof tware except as directed by the NRC and contractor assumes no responsibility for simulator errors due to such changes or correctness of the PWR computer modules either before or af ter such changes. The NRC shall be solely and fully responsible ~
