Dear Sir:
It appears that we may not have been in full congli Ance witii Section F.3 of our Technical Specifications which requires that ali..rms o;. the 6rea monitors be verified weekly; however, Section F.1 requir}s U.at those monitors be operable only when the reactor is in operation or when work is being performed on the core or experimental facilities.
The reactor has been shut down since October I: 1987, and a -fueling uas c
completed December 10, 1987.
The monitors we.re
- erifieu when their operation was required, but have not been checked r0Jtinely when their operation was not required.
The reactor room hat been ro; tine.3 monitoret by the Reactor Health Physicist.
This matter was discussed with Mr. Rtl sell Wisc of Region I'/ by te?ephone on March 31, 1988. We have agreed to take steps to assure th?t 'g elare,3 will be verified weekly in the future.
Since the reactor was not in operation Uu.a.ng the periods when the ntonitor alarms were not verified, the health and safety of t.u general puolic was not endangered.
