SUBJECT:
MINUTES OF CRGR MEETING NUM8ER 138 The Committee to Review Generic Requirements (CRGR) met on Tuesday, June 14, 1988 from 1-4 p.m.
A list of attendees for this meeting is attached (Enclosure 1).
The following items were addressed at the meeting:
1.
C. E. Rossi (NRR) presented for CRE review a proposed NRC Bulletin, "Power Oscillations in Boiling Water Reactors (BWRs)" requesting that holders of operating licenses or construction permits ensure that adequate operating procedures and instrumentation are available, and adequate operating training is provided, to prevent the occurrence of uncontrolled power oscillations during all modes of operation.
The Committee recommended in favor of issuing the bulletin, subject to incorporation of several minor revisions (to be coordinated with the CRGR staff).
This matter is discussed in Enclosure 2.
2.
E. W. Brach (NRR) presented for CRGR review proposed NRC Bulletin Supplement, "Nonconforming Materials Supplied by Piping Supplies, Inc.
(PSI) at Folsom, New Jerse Williamstown, New Jersey."y and West Jersey Manufacturing Co. (WJM) at The proposed supplement would (1) provide additional information regarding materials supplied by PSI and WJM, and (2) delineate actions that should be taken by licensees to identify these materials in their plants and to determine whether any materials found comply with appropriate ASME and ASTM specifications.
The Committee recommended in favor of issuing the bulletin supplement, subject to incorporation of a number of clarifying modifications (to be coordinated with the CRGR staff).
This matter is discussed in Enclosure 3.
3.
The Committee completed at this meeting their review of a proposed draft rule (1) CFR Part 52, "Site Permits, Design Certification, and Combined Licenses") begun at Meeting No. 137.
The Committee recommended in favor of publishing the proposed rule for comment, subject to a number of revisions and clarifications (to be coordinated with the CRGR staff).
This matter is discussed in Enclosure 4.
In accordance with the E00's July 18, 1983 directive concerning "Feedback and pk Closure of CRGR Reviews," a written response is required from the cognizant

office to report agreement or disagreement with the CRGR recommendations in

The response, which is required within five working days after receipt of these minutes, is to be forwarded to the CRGR Chairman and if there f
is disagreement with CRGR recommendations, to the E00 for decisionmaking.
