Dear Mr. hussell:
i This letter is Deing written to inform you of a planned change in our method 4
of performing QC monitoring of shift operations at Peach Bottom.

l In a letter from J. S. Kemper to W. T. Russell dated November 24, 1967, we indicated our intention to initiate an augmented QC Shift Operations Monitoring Program at Peach Bottom by December 21, 1987. This Monitoring Program was initiated on December 21, 1987 and has provided operations monitoring on all shifts since that date.

We have evaluated the results of the first 16 weeks of experience with the j
Peach Bottom QC Shift Monitoring Program and have concluded that the shift I
j operations crews have performed in a reliable, professional manner. We have full confidence in the demonstrated ability of our Shift Managers to effectively i
manage the events and activities on their shifts, therefore, we believe that QC overview of every shift is no longer warranted.

Accordingly, we plan to modify the present full shift coverage to include a j
scheduled random monitoring of the afternoon and night shifts, in addition to our normal monitoring of day shift operations. The scope of our shift j
monitoring activities will remain the same as indicated in the above referenced j
letter dated November 24, 1987 as modified by your letter to J. S. Kemper dated i
Decaber 16, 1987.
I We feel that unannounced, random monitoring the afternoon and night shifts will continue to provide us with an effective overview of backshift operations activities in a manner which will reinforce the responsibilities cf line management. We plan to make this schedule change on April 18, 1988.
