1981 ANNudl REPORT OF THE NUCLEAR REQULAluRY COMMISSION ON THE ADMINISTRATION OF THE PRIVACY ACT OF 1974 Agency Analysis of Data Provided During 1981, the NRC updated its Systems of Records to assure that records maintained in each system were properly described in the system notice.
Systems were also reviewed to assure that the records maintained were relevant and necessary for an agency purpose.
The NRC submitted its systems of records for annual publication on September 21,1981 (46 FR 46707-46730).
At the end of 1981, the NRC maintained 38 personal data systems subject to the Privacy Act of 1974. These. systems contain records covering about 3_80;000p ndividuals.
Over;79 percent of these are persons w'ho at some time have been subject tb radiation exposure in the course.of their duties in the nuclear industry. The remaining individuals represent the staff of licensees cr applicants for licenses; persons who have corresponded with the NRC; NRC employees or appli: ants for employment; and individuals who are on NRC mailing lists.
NRC Systems of Records are periodically screened to remove obsolete information, in accordance with approved record disposal schedules.
During 1981, one new NRC System of Records became effective.
NRC-14 Employee Alcoholism and Drug Abuse Program Files, was published in the Federal Register _ on March 19,1981 (46 FR 17692). The purpose of the system is to enabie the system manager to maintain confidential records J pertaining to the counselling, referral, and treatment of individuals secking i

l There were no public comments, received on the ne'w System of Records (NRC-14) which became effective in 1981.
There were also no public comments received regarding any of the proposed minor amendments to the NRC Systems of Records, which were published throughout the year.
During 1981 the NRC received 26 Privacy Act requests,16 of which were submitted under both the Privacy and Freedom of Information Acts.
Twenty-five of the requests sought access to records, while only one requester sought a correction to his records.
In 1981, 68 percent of the requests came from NRC employees or former employees, and the remainder came from private citizens.
4 There was one denial using both the (k)(2) and (k)(5) exemptions to the Privacy Act, and one. denial using only the (k)(5) exemption to the privacy Act.
There were no appeals to the Privacy Act denials in 1951.
The NRC has had no major problems in connection with the implementation of the Privacy Act and has no recommendations for change.

A number which indicates the general purpose of the system of records.
Code "1" refers to administrative or house-keeping systems.
These are essentially internal agency systems designed to manage the agencys e.g.,
personnel systems, pay systems, etc.
Code "2" refers to Federal Domestic Assistance Program systems.
These are systems that are operated in support of a program listed in the "1981 Catalog of Federal Domestic Assistance."
Federal domestic assistance programs are generally 6efined as activities of a Federal agency which provide assistance or benefits that can be applied for by organizations or individuals (see OMB Circular No. A-89).
Code "3"
refers to other systems that do not fall into either of the categories above.

are external in focus and relate to an agency's substantive programs.
For example, the. general investigative files of a law enforcement agency would be coded "3;" while the internal security i

Function Code:
Referseto the budget function code as described in Section 21.3 of OMB Circular
.No. A-ll.
It is the last three digits of the identification code referred to in that section.
This code is used to identify more specifically the kind of Federal program or activity supported by the system in terms of the budget function of the appropriation used to finance it.
If a system is-financed by more than one appropriation, list the budget function code for the appropriation which provides the largest part of the funding.
