Dear Elected Officials,

4 E As you know, the state of Ohio has recently released a report of the Emergency Evacuation Review Team on emergency response planning for the Perry and Davis Besse nuclear power plants. This report has validated concerns raised by the people who must live near the plants.

The defiencies stated in the EERT report and other inherent problems

! with nuclear reactor operations demand greater state involvement in the licensing and oversight.

On February 13,1987, the Nuclear Regulatory Commis'sion.is considering i

a rule that would allow the licensing of a nuclear power reactor

without state approval of or participation in the formulation of em-ergency evacuation plans.

Members of the groups listed below condemn this prorosed rule change.

The record of the NRC in regard to protecting the public health and safety has been pathetic. In light of Chernobyl, we demand more pro-l tection, not less.

We also condemn any efforts to reduce emergency planning zones for nuclear power plants. The only real full scale evacuation that has ever been implemented has been at the Chernobyl reactor site. The evacuation zone spread from approximately 18 miles to over 50 miles from the accident area. Any efforts to reduce the 10 mile epz is a clear invitation to disaster.

We actively support state and federal legislation to guarantee and protect our right to health of our families and safety of our homes

and property. ~We encourage you to actively and publically support these legislative efforts. We also encourage you to comment on the j proposed NRC rule change. The NRC seems determined to undermine and i reduce the alre,dy scant protection that is in place.
