DETROIT EDISON COMPANY LETTER OF DECEMBER 27, 1985 f l Theodore Quay, the Fermi-2 Project Manager, was questioned by Paul Pelke l regarding NRC's views concerning a letter dated December 27, 1985, from Detroit  !

Edison Company (DECO) to Mr. James Keppler of Region III. In this letter, DECO  !

} notified Region III of their inte'nt to remove the moisture-sensitive tape leak [

. detection system using a 50.59 review that was based on NRC Branch Technical  ;

4 Positions ASB3-1 and MEB 3-1.  !

NRR has reviewed the letter. In our SER dated July 1981, page 3-11, the staff-concluded that "the methodologies that were used for the identification, '

design, and analysis of piping systems where postulated breaks may occur  !

i constitute an acceptable design basis..." The approach taken by Deco is i consistent with that corclusion, and NRR finds the deletion of the j t

moisture-sensitive tape system acceptable, j I
