The Commission was briefed by the staff on its proposed rule on station blackout (SECY-88-22).
Subject to Commission approval of the Station Blackout Rule, the staff was requested to encourage the industry to implement the Station Blackout Rule as quickly as possible, well before the staff's target date of March, 1993.
Chairman Zech and Commissioner Bernthal requested that staff be prepared to address questions on how the staff concluded that U.S. plants do not need to meet minimum station blackout coping capabilities required by some other countries (e.g., France), ,
and why staff's proposed requirements will achieve at least a comparable level of safety in U.S. power plants.
Commissioner Rogers requested the staff to review the wording I in the proposed Federal Register Notice on the Station Blackout Rule and remove inconsistencies. Specific examples were cited at the briefing. Commissioner Rogers also requested the staff to keep the Commission updated on the status of the staff and industry implementation of the Station Blackout Rule, should the Commission approve promulgation of the rule.
