Dear Mr. Scarano:
This is in response to your letter of April 29, 1988, that requests information on actions that the District is taking to correct problems related to the State Mf California Warning System.
3 We are working with the State of California Office of Emergency Services (OES) to ensure a common understanding of the performance requirements of the system.
Regulatory requirements, our design as compared to the design of the systems used by other nuclear power plants in California, and the repair history of the system have been evaluated.
We have concluded that although the Rancho Seco State Warning System meets the requirements of State Bill 1184, it did not respond in the same manner as the systems provided by the other plants.
1 In order to resolve the State's concern, we have identified actions necessary to modi fy the system's design, testing and associated procedures to ensure system response is consistent with Notification Systems of other utilities.
System modification, required procedure changes, and associated training will be completed by the middle of June 1988. After these changes have been made, the system will be tested to confirm that the system continues to meet the requirements of State Bill 1184 and satisfies the performance expectations of the users.
We have included our response to the State as an attachment for you--

Dear Mr. Smith:
This is in response to your letter to me dated April 28,
- 1988, documenting the Office of Emergency Services (0ES) concerns related to the operating and testing of the Rancho Seco State Warning System.
The District concurs that this issue requires immediate resolution.
We have initiated the following actions to address your concerns:
o Review of regulatory requirements, o
Review of the design of the presently installed system.

Staff has met with site maintenance (Instrumentation and Control) personnel to determine the repair listing of the
- system, o
Staff has met with OES personnel to ensure ~ that there is a common understanding of the requirements ar desired function (s) of the system, o
Staff is preparing an Engineering Change Notice (ECN) to affect the changes required to modify the system so as to operate in a similar manner as the other plant's alarms, o
'A Warning Light System test sequence schedule will be prepared.
The tests will confirm operability of the high ' stack monitor
- alarm, the ECCS activation
- alarm, (both separately and together) and will confirm operability of the systems failure alarm.
A minimum of three tests will be conducted to verify operability of these
- alarms, and test results will be documented and submitted to OES.

After modification, the system integrity light will be tested during each shift and results documrnted and sutaitted in OES.

As discussed with OES, Rancho Seco will notify OES prior to initiating system testing, will identify expected warning light response as a result of the planned test, and will notify OES when system testing is complete.
Modifications to the system, a system test schedule, procedure changes, and required training in the form of a read and sign memo is scheduled for u ~p' ct ion by riiNune 1988.

Another area identified for improvement is to provide OES personnel with a more direct means of reporting system problems and concerns.

I have asked the Emergency Planning staff to track the status of this work and update you each week.
They are to address problems with the completion of this modification to me.
The Emergency Planning group will ensure that this issue is resolved to your satisfaction and that future concerns are resolved in a responsive manner.
