SUBJECT:
MINUTES OF CRGR MEETING NUMBER 130 The Comittee to Review Generic Requirements (CRGR) met on Wednesday, March 9, 1988, from 1-4 p.m. A list of attendees for this meeting is attached (Enclosure 1). The following items were addressed at the meeting:
- 1. G. Arlotto (RES) and N. Anderson (RES) presented for CRGR review the pro-posed draft resolution for USI A-40, "Seismic Design," calling for ex-tensive revisions to four seismic design related sections of the Standard Review Plan, and a requirement for assessment of the seismic design ade-quacy of large, above ground, vertical (safety-related) steel tanks at many operating nuclear power plants. The Committee recomended in favor of f issuing the proposed resolution for public coment, subject to minor clarifications regarding implementation schedules (to be coordinated with the CRGR staff). This matter is discussed in Enclosure 2.
- 2. The Committee reviewed a proposed Generic Letter that would allow licens-ees to remove organization charts from plant Technical Specifications.
The Comittee recommended in favor of issuing the proposed Generic Letter, subject to several minor clarifications (to be coordinated with the l CRGR staff) to the wording of two enclosures containing specific guidance l to the licensees. This matter is discussed in Enclosure 3. ;

- 3. The Comittee discussed the recomendations for improvement of NRC generic comunications given in NUREG/CR-4991. No recommendations resulted from
- I the Comittee's discussions of this topic at this meeting. The Comittee l will continue their consideration of this subject at a future meeting. i In accordance with the ED0's July 18, 1983 directive concerning "Feedback and Closure on CRGR Reviews," a written response is required from the cognizant I office to report agreement or disagreement with CRGR recommendations in these '
minutes. The response, which is required within five working days after receipt of these meeting minutes, is to be forwarded to the CRGR Chairman and if there is disagreement with the CRGR recommendations, to the E00 for /
