Davis-Besse On-site Simulator Project Schedule Gentlemen:
Toledo Edison recently provided the NRC an update to the Davis-Besse Simulator Project Schedule in letter Serial No. 1530 dated June 1, 1988.
TED stated that the simulato'r was not expected to be ready for training use until December 31, 1989.
This date reflects a one year delay from what had previously been provided in the Davis-Besse Course of Action (Serial No. 1182, September 10, 1985).
There are several reasons for the schedule change.
Completion of the simulator specitication contract took 6 months longer than expected as it involved extensive negotiations that involved two other utilities buying common simulators from the same vendor. The initial simulator schedule was established prior to the June 9, 1985, Loss of Feedvater Event.
The resulting vork outage an] restart effort diverted manpover from the simulator project.
Additional manpower was diverted from the simulator project during the 1986 bargaining unit action to support _ operations.
