Enclosure COMMENTS AND-RECOMMENDATIONS ON BACKGROUND BOOK TA_BULATION 1.
The numbering system used in your tabulation of Section 3/4.0 of the Background Book was not what was discussed with the original EG 8:G reviewer. There may have been scme miscommunication between the NRC and the EG & G reviewers.
The nunbering system preferred should be composed of the general Technical Specification Section Nunber followed by the document sequence number in parenthesis, i.e.,3/4.0 1

The Technical Spec 5fication Interpretation documents should be numbered in accordance with 1 above in the upper right hand corner of each page.

Multiple Technical Specification Interpretations should be reproduced, inserted into the applicable Background Book sections and numbered according to the sections into which it is placed.

The index list for each section of the Background Book will be composed of a listing of all interpretations in that section. The format will be the interpretation number (see 1 above), followed by a short description of the document (no more that a short sentence) followed by the applicable technical specifications nunber.
For multiple interpretations in the same section, all interpretations would be listed under one number. However, each interpretation would have its own description. For example:
3/4.0 (10) a. Interpretation 1
- b. Interpretation 2
- c. Interpretation 3 5.
The Document Entry Sheet, the Helpful Sorts Index, and the Methodology Page are good ideas.
However, the purpose for which the Background Book is used and kept up to date, the sheets add unnecessary work for the reviewer and the person naintaining the books.
They should bc celeted.

Task 4 Item 3 of the contract requires a categorization of the documents into three areas. We recommend that the index list for each section be used for this purpose.
Each entry would be annotated as to its category.
This listing would not be included in the Background Books but sent for staff review and evaluation, prior to submittal of the completed Background Boo ks.
