Dear Mr. Zech Jr.,
it is with great displeasure that we read in Newsday, on F ebruary 27, 1987, the hhC 's decision to adopt a rule that would make it easier for Shorenam to open.
Accordin$ to the Newsda_y article; "The commission voted 4-1 to publish a proposed federal rule that woJ1d permit the commission to aprove utility evacuation plans in cases where state and local officials refusea to cooperate."
The reason state anc local officials have refused to cooperate is because they were electe: by people who do not wish Shoreham to open.
There can be no safe evacuation plan for Long Islana.
Long Islands geegraphy ano network of ro..as make a safe evacuation impossible.
It is ludicrous that a feaeral agency wno is suppose to os concerned with the health ana safety of the public can be so olinc to the reality of the proble:rs Long Island faces.
fhe unC's main responsibility should be to the general public not LILCO.
LiLCO has only one obj ective una that is to ope'n Shorehar. so tnat tney may recover the coats of builcing that nuclear conster.
For you to pr> pose that the utility employees can saf ely evacuate the people of Long Islanc is anrealistic ana naive.
The people of Long Island can't even get to New York City on a aaily basis without traffic tie ups ana accidents.

We are totally opposed to Shoreham opening at any time.
'No one provide the people of Lon6 Islanc with a eare evacuation plan.
'ae are writing to reaind you of your responsib1Ety to the health and safety of the residents of Lon6 Island.
It is unfortunate tnat the Nh0 has forgotten where tneir responsibilities lie.
Yours truly, Michael A. Guariglia alice 6. Gaariglia
