IOWA ELECTRIC LIGHT AND POWER COMPANY CENTRAL IOWA POWER COOPERATIVE CORN BELT POWER COOPERATIVE DOCKET N0. 50-331 DUANE ARNOLD ENERGY CENTER AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 152 License No. DPR-49 1.
The Nuclear Reguletory Comission (the Comission) has found that:
A.
The submittals by Iowa Electric Light and Power Company, et al.,
dated December 2, 1986 and December 17, 1987, comply with the standards and requircments of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the submittals, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, paragraph 2.C.(5) of Facility Operating License No. DPR-49 is hereby amended to read as follows:
(5) The licensee shall fully implement and maintain in effect all provisions of the Comission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscel-laneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90

and10CFR50.54(p). The plans, which contain Safeguards i

Information protected under 10 CFR 73.21, are entitled: "Duane Arnold Energy Center Security Plan," with revisions submitted through December 17, 1987; "Duane Arnold Energy Center Guard Training and Qualification Plan," with revisions submitted through October 18, 1985; and "Duane Arnold Energy Center Safeguards Contingency Plan,"
with revisions submitted through December 5,1986.
Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.
3.
The license amendment is effective as of the date of issuance.
